    I think it's fairly plain: people in a position of high economic status tend to view the cause of assisting the poor as some kind of holy "charity" work than a fulfillment of a real responsibility. The voice of the song is having a kind of epiphany wherein it realizes that the rich in countries like the US are actually FAILING when they pay little taxes and don't assist the poor.
