I don't think he's referring to the devil here, I believe he's referring to himself being a fiend to her so probably closer to definition #5 instead of being an opium fiend, he's a fiend for this girl's love or lack of.
He's wanting her to come back, and he says "I needed you, I know you needed me." So he wonders why she keeps walking away from him when it's obvious they both need each other. She spends a lot of time on his mind, and he can't seem to escape her although he probably wishes he could.
perhaps the band had second thoughts on the title
will even said this at a concert i was at. he said that the actual name is 'fiend' but some people think it's called 'all the way', which is isn't.

I think it's about somebody becoming famous and forgetting about the ones that cared about them before all that crap, even though promising never to forget them.
Then the rest is about how he is angry that she didn't come back to him when she said she would, and that he had always loved and cared for her, before all the fame and whatever, he cared for her always, and she never appreciated that, and then she fell into another relationship with someone who didn't really care for her as a person as much as, well, her stardom.
