In the second verse, the first two lines ("kids" and "..what you're saying") are words of a new acquaintance in a conversation with main guy. The last two lines of the verse ("..word out of me" and "indifferent") are the main guy's thoughts during the conversation. If this new person can't understand him, then he just won't talk. Perhaps due to past friendships and broken trust, he knows that others can seem cold and indifferent to his own problems.
And that brings us to the chorus. He feels that others have let him down when he's been in a bad place before, now he's struggling again, and he feels that there's no one in the world he can trust to help hi out.
Very sad.
Since this was a '97 Jackpot! recording originally, I imagine it might be Interscope property now.. but I still hope it will be released at some point. I like the demo well enough, but a release would be nice.

- you could have so many plans but once you get a heroin addiction or back into your addiction all your plans do what he says, go awry. and when you are high nothing is wrong, and you have no worries (hence why he wont worry - he has nothing to worry about)
then we have these two lines:

- you usually dont hear to many words out of someone who just shot up because they have no worries and they are numb and not so much oblivious to things but just dont care to acknowledge things (usually the main focus of a junkie, to not have to acknowledge and feel things)

- indifferent to me is used here as meaning something marked by a lack of interest or enthusiasm which goes hand in hand with heroin addiction.
then we have the chorus:

heroin addiction is certainly taking a fall if anything is. i think he doesnt know who to call for help with his addiction, probably because it seems so hopeless, as it should and would.
everyone gets mad when people turn everyone of elliotts songs into a song about addiction but what you all need to realize, whether he meant it to be about that or not, is neither here nor there. you get what you get out of a song, and if it helps you cope then it helps you cope. he wrong the song for one reason, and you may like it and listen to it for another reason. so calm down everybody.
it's like when something really bad is happening in your life and you want to talk to someone but there's no one really you want to talk about your problems or none of your friends or anyone but you still want to talk to some one but everyone seems "dead " these days.
