Yep, the chorus sound like an alien talking to a girl, but the final line:
"All you gotta do, happy fool, is ask your mom"
is the girl who answer the question.

I think this verse is about accepting your flaws whether they be acquired (gummed/messed up) or inherited (brain dead/stupid) because in the end there's not much you can do to change the fundamental ones. You can pray as much as you want and they will remain. "You can be cool or you can cry" and they will remain. Then the last three lines are about living life (wrong, right or not at all) in acceptence of these flaws.

This verse is about how the study of DNA and the discovery of its role in our personalities/behaviours has alleviated responsibility for our actions ("No one owes you, no one's to blame
Save for bad genes or DNA"). Then we're told that we should decide for ourselves whether or not DNA should grant any kind of absolution ("Ask your conscience the why and how"). The last three lines give urgency to this ("But, do it now").

This is another theme of acceptance. It's true: we can't all wear designer clothing or get PhDs or be in the FBI. We can all pretend to have/be these things and we can all also try to attain them. In the end there are three options though: you can strive to achieve ("move ahead"), you can give up ("lay down dead") or you can just cruise through life and not care("slip on by").

This verse is about seeking answers to the big questions in life and having to sift through tons of opinions to find what resonates with you. We all seek the truth but it usually appears almost unattainable and we are bombarded with different religions, philosophies and schools of thought ("Buddha loves you and Jesus saves") all looking to fill the gaps in our lives. However, despite the seemingly impossible task of getting said answers we continue to seek them and look everywhere for them ("Ask yourself/Ask your mom/Ask DNA").

The chorus is a little more difficult to decypher. I don't think any of it has anything to do with the other themes of the song apart from maybe the last line. The first five just have to do with the world of Cowboy Bebop I think. Are Earth girls easy in post-apocalyptic 2071? I don't know. The last line though is just an advisory one. Want answers? Ask your mum. Mother's are, for the most part, pretty smart ladies. Hey I just realised I'm posting this on Mother's Day. Happy Mother's Day all you mums out there! :)
