I thought the third line was "Siad that all of these expirements, I was planning for the end".
I hear the chorus being "To the backbone, I saw the system, These men are convicts", which would make sense, if the singer is supposedly a man trying to uncover the plot and stop John.
I think John is John lilly.

B) This song is about a scientist secretly employed by a corrupt person in the british government experimenting with giveing the whole british nation LSD in order to cause them to hullucinate a certain way in order for the government to control them. The scientist went quite mad expirementing onconvicts and killing folks and taking it all to far and the cops have to come after him
And he IS saying OMENS. Either that, or he's saying 'almonds' with a REALLY think accent!
