I think the point this song is at is when she's starting to get fed up with the boyfriend blowing her off or forgetting to call her when he said he would, and this is the last chance she's giving him. And now he's just wasted it by being late again.

I interpreted this as her saying that she's through with him, and that she's going forward without looking back; time will go on with or without him.

The sarcasm in this verse amused me. She's saying that she's never seen him actually make an effort in their relationship, that everything he's done has been at the pace of a "crawl." At this point she's amazed she hadn't broken up with him sooner.
If anything, you can simply tell from the tone of the song that it has to be a breakup song.
