I like how Give Me Novacaine leads right into it. It kind of a hint at the fact that Whatsername is Jimmy's new drug of choice. The lyrics seem to only flatter her in his eyes, intoxication and infatuation on his part.
The line, "the dawning of our lives" is a reference back to the song Holiday, where our hero can't imagine having to live under the present adminstration.
She actually offers hope (in a very personal way) for the future: "she brings the liberation"
It's all a set-up, of course, for tracks 9, 10 ,11, fuck the whole album is brilliantly composed.
