I think this means maybe "ocean blue" is referring to her emotions or depression. by her being so "blue" like the ocean.. like the ocean as such a deep blue like her depression is so deep... and that the "paint it white" meaning like she can cover up her depression and emotional state with the pills but like anything else, she is the same underneath the paint (the pills) and should come to him for comfort because they pills can only hide the way she feels instead of trying to change the way she feels. Or that she is using the pills (either antidepressants or other pills) to calm her thoughts and to make her not think of anything by making her mind blank "paint it white".
And the "who you gonna call tonight?" maybe means is she gonna call him to help her with her thoughts/depression/emotional state or is she gonna call on her pills to numb her. Basically is she gonna let him in to help her or is she gonna try to hide the way she feels.

He's saying everything he ever told her was a mistake, He's regretting making her fall for him, and the things she decided not to tell him are pushing him away. so he's practically saying he feels bad because she's afraid to tell him how she feels. I feel as though the promise part means She promised him something but didn't keep it, thats why he's saying he won't make another promise without thinking about her not keeping hers.
