It's about a psychiatric hostpital. There are many expamples of people in need of some help.
"...andy gets a new tattoo each time he gets back bathroom privledge..." Andy is a person who commits acts of self injury. "boys wear overcoats in heat like this to keep themselves from showing..." This is about a person who flashes. And it seems to me that Jenny has some form of depression because she feels that the world is happier with out her.

No, Virginia is amazing. This song is great but the lyrics are slightly different on the official version! It doesn't hint so much to it being a mental-asylum...

Honestly, I thought this song was about the transition from the 60's to the 70's and the changes the Vietnam brought to the American family. I though maybe "Dear jenny" was like a "Dear john" letter. But reading everyone else's responses, make a little more sense.

Yeah, I think it's either about someone in a mental hospital, or at least a hospital. I think it might be about those people who tell you that life is worth living when your depressed. Just a personal opinion.

i think it leans more to a hospital. like jenny, i think, has a bad heart

A song about a home helping those with eating disorders.

"boys wear overcoats in heat like this to keep themselves from showing" - Even in the Summer they have to wear large clothes to stop their bony bodies from showing

"specialists review the year in tears and call for drastic measures
send them to resorts for boys and girl to get their shit together" - when there's no other resort, they have to send them away

"sad but true the facts of life are bound to get you down" - health implications

"andy gets a new tattoo each time he gets back bathroom privledge" - bulimic patients aren't allowed to go to the bathroom, in case they're leaving their drip to go and purge

"when they check out in the morning dad puts out the lie detectors" - asking if they REALLY ate or not

"all the walls stay dead as jennys heart is
but shes still observing" - dead = lifeless, no energy

I have a friend named Jennifer with a character named Jen. Jen gets sent to "reform camp" with others for defying authority. This reminds me of that.

This song may have an unintentional link to a certain bomber plane --- the Curtiss "Jenny" JN-4, known for its use by barnstormers (wingwalkers and the ilk) in the period after World War I. This could be interpeted as a tale of someone being outmoded.
