it kind of takes on a double meaning, or extra meaning, because most people tend to get more depressed in the winter (theres actually a clinical kind of depression which refers to people who only get depressed in the winter).
my arms retreat, means that, though he depression, shes pushing him away, i wish they were there to hold you, just means he wishes he could be more there for her. hes basically saying hes not going to give up on her, and hes going to get her though this.
now that i think about it, it doesnt even have to be a girl. he could be talking about a friend. it's about helping someone out and being there for them through their depression.

When I listened to this phrases, I thought it was about that the winter is so long, and it never would stop. But when I listen to the other phrases in this song, it makes no sense! It's weird. I think you all have right. It's only Mew self who know, that this song is about. It could also be love, drugs, or anything else! I don't think, there should be one only meaning with this song. I just think, it should be, what you mean!
in the track 156 he says, she's like an avalanche..
and later in the song he says, that the spring will eventually come, meaning that she+ll give in and open her heart..
in short, she's as cold as ice, and he's in love...
Winter equals the current season and characterization of their relationship. Everything is dieing and is buried beneathe the snow in a very cold world.
Their relationship is more of a battle with the Girl trying to figure out the Boy underneathe under all the cool or cold attitude. She is very good at it though and he is unable to prevent her from digging in deep.
She eventually finds something that she doesn't like and tries to get out of the relationship. The second verse hints towards the Guy Cheating on her with another and she finds out. Thus she is going to leave this relationship for a better happier life.
He doesn't want her to leave though. So he has his "snowbrigade" to try to stop her. Brigade is an older form of the modern day task force. A Small group of people specially trained to handle special ops.
This one being a "search and capture" mission in a "wintery tundra".
He can't prove to her how much he really loves her though and all of his defences arn't as strong as he though so he isn't able to get her to stay.
