    I read in an interview that Paul once said that he saw an opinion in a newspaper of punk rockers being "a bunch of hate-mongers that want to destroy everything society has built up." He wrote this song to prove that punk wasn't all hate. The rose is, as several people have stated, England itself and not anyone in particular.
