I feel as if this "Fugitive Motel" is the character's own self or his lack of confidence. In the video you see him sitting in the back seat of a car with a man and woman in the front. He seems defeated and as if he has lost hope, maybe in his own ability to address this woman as she sits there with a more confident man or lover.
The "Blow you a Kiss, it should reach you tomorrow" meant a physical distance as well as a symbolic. The character is sending his deep affection and good wishes unknown to the recipient. It seems to be a desperate need of the character to show his affection but he is unable to. (possibly because of the woman's lover? or because of his psychological limitations)
The "I'm tired I said, you always look tired she said. I'm admired ..." seems to imply that the character was trying to convince himself and her that he is admired with a weak attempt at saying this, to which she responds "You always look tired" again. The repetition of this line is a strong indication that both characters are aware of the man's weary and defeated nature.
The lyric "from my room in the fugitive motel, Somewhere in the dustbowl" refers to the his space in the "fugitive motel" which refers to a pessimistic or hopeless view of humanity (he has a room in a motel in which he is an unwilling occupant, motel indicating that it's not intended for long stays (human life is short?), and also refers to his own body, to which he may be an unwilling inhabitant, and his mind (or the specific section of his mind which prevents him from expressing his love). Thus he is trapped as a "fugitive" in his own lack of confidence.
-The lyric "Slide in a solitude" also seems to refer to this point. Sliding (as if with ease or relief) into his mind instead of facing the anxiety of confronting or expressing his powerful emotions. While this implies a sense of relief, it also expresses a deep sense of defeat, which I feel comes out very powerful. "Melt in a memory" is referring to this same emotional reaction to a moment he didn't take advantage of (possibly) or a treasured memory of pleasant interaction with this woman
The final lyric I feel that contributes is "The curtains stay closed, but everyone knows, you can hear through the walls in this place" Curtains referring to his unwillingness to express himself. "Everyone knows" may refer that his feelings are known by friends and maybe her, or were known and he has pretended to move on. You can hear through the walls seems to suggest that he cannot completely mask his affection for the woman who is a part of the couple in the front seat of the car.
The haunting melody and instrumentation provide a celestially beautiful setting for such a painful circumstance and set of emotions. Further indicating what we all know, that this is a song of longing. Whether in regards to unrequited love or homesickness.
I hope this adds something, I feel as though some of the parts as I interpret them make it very beautiful when paired with the music, but seeing him juggle in the back seat of the music video (like carnies as altruman mentioned) really makes me wonder if I'm 100% wrong on the artists intentions haha =]
Maybe he wanted to develop the idea
The piece where he's talking to someone "I'm tired I said, you always look tired she said" is him on the phone to a friend back home who's trying to keep him grounded and remind him who he is and not let him get big headed.
