This song is about a lonely guy, staying in his room, watching TV. Pale blinds, drawn all day. Nothing to do, nothing to say. The album is called "Low".
There he sits, wondering about what he sees and hears. Drifting into his solitude, it is beamed in to his room from overhead, turning the room "electric blue"...
I like that idea actually. Always struck me as him saying he wants to get away from everything and be a reclusive and just be able to think about everything, but that's far to obvious I guess. It's probably about drugs...
