He is reffering the water to love. He thinks that without love he will die, which without water you cant survive But she is only giving him so much water (love) and he wants all of it, like a full relationship and that goes back to the song title "catapillar" Right now he is a catapillar but he wants to be a butterfly instead. :/

The one on Sunsets is including a full band, but at the time Sunsets was recorded Nick was still the only "official" person in the band. One Fell Swoop was the first cd they recorded as an actual band, with Nick, Dan, Joe, and former bassist Scott. Now Landon is with them.
Anyways, this is a song about young love, how he is in love with her, and he hopes its true love and not just a fling. He feels that he is only truly himself when he is with her. And he feels that laying in bed with her is all he needs, she is the only necessity in life.
My guess on the water line that nobody really seems to have an answer for...
Nick almost always has metaphors in his song, this probably is a metaphor...my guess is he is comparing love to water...water is tasteless (unless you count flavored water, but bear with me), so its impossible to taste water, right? Well, he feels that love is like water, impossible to taste...but he feels as if he is on the verge of being able to taste it as its standing there right before him. Make sense?
but then again, I'm not too big on pop-soundingish songs anyway

so i just dled the other version...and oh my goodness...to be in love with the accoustic and then to hear a full band kick in...ah. it sounds more than lovely.
but that full band version does sound like some uh..influence..being pushed to make a song sell. only one of theirs ever, to say. some just sounded kinda, forced. the lines added...that arent in the accoustic.
it sounds more real accoustic...like you can feel him. the full band just sounds, forced. not nick thomas at all..but it's amazing. if someone needs it...i'll send it.
oh and being at the mercy of someone's photograph...everyone knows that feeling. i love that line so much.
