To me, it's about a couple who feel alienated from everyone and everything except themselves ("it's just you and me"). Everything is so foreign to them; things aren't what they used to be ("our friends all left").

"They're playing soul at the wrong speed" is a great lyric.

This song definitely has a "new order" tone, but I think the singer isn't calling for it, just saying the way things are seems a little off from what it should be, however, he sounds somewhat ambivalent and decides he's just going to make the best of it.
