Also, it's not "black pen" or "black penny", it's "bad penny", meaning a no-good person who can be counted on to turn up again and again, usually at inopportune times.
I think KevinMO's interpretation is probably correct, or close to it.
I had never thought of it as it was about suicide. And it makes sense indeed. But hows do the lines below fit in that meaning?

This part sounds political. I'm just not sure what "good keys" (still keys maybe?) could mean but "thousand-yard stare" makes me think of cops or guards or detectives, something like that, someone always watching other people...
That makes the song even sadder now, the suicide thing
