This is clearly a story about issues brewing between two lovers, both internally, and circumstances beyond their control. this leads to a lack of cohesiveness, No sheets in their bed to keep them close together. He looks back to the days when they shared something, swimming in the sound. Regardless of what has brought them apart, just like the circumstances beyond their control that have hurt them, they hope for something out of their control to help and save them, like the sky to break to let the light in. Stir crazy because he knows that he is living a life he is not meant to live, undeserving of the trials and tribulations they have endured. He wants to take her to a higher level to where they have never been, but cannot see how to get them both there. he reassures her of his love and comforts her through their storm.
i believe its about a man/woman (most probly a man) who is in a relationship with someone who he cares deeply for, but has feelings for somebody else. he know's its wrong for this to happen but being with the other person makes him feel alive (electrical storm).
however, he wants these feelings to go away becuase he knows he cannot leave his partner for an electrical feeling.
when he's referring to "we" he's talking bout him and his lover. when he's talking about the lovers, he's reffering to him and his partner
