I'm walking out in a force-ten gale
Birds thrown around, bullets for hail
The roof is pulling off by its fingernails
Your voice is rapping on my window-sill
Yesterday's headlines blown by the wind
Yesterday's people in a scatterbrain
Any fool can easy pick a hole
I only wish I could fall in
A moving target in a firing range
Somewhere I'm not
Scatterbrain
Somewhere I'm not
Scatterbrain
Lightning fuse, powercut
Scatterbrain
Birds thrown around, bullets for hail
The roof is pulling off by its fingernails
Your voice is rapping on my window-sill
Yesterday's headlines blown by the wind
Yesterday's people in a scatterbrain
Any fool can easy pick a hole
I only wish I could fall in
A moving target in a firing range
Somewhere I'm not
Scatterbrain
Somewhere I'm not
Scatterbrain
Lightning fuse, powercut
Scatterbrain

A favorite quote of mine comes to mind - He was so terrible that he was no longer terrible, only dehumanized. - F. Scott Fitzgerald (from his novel 'Tender is the Night') I believe this song is about alienation & loneliness. Feeling out of it, like an alien, in a world that never gets you or what you're all about. Feeling like a stranger in a strange world (think 'Wizard of Oz). Also it's about being screwed over mentally (mind-raped) over and over by society and what someone becomes as a result of that. The winds/ storms representative of how this strange world overtakes and defeats anyone or anything too weak to go up against it.
