Back when I was 14, I shared a car ride to school with a neighbor girl whom I had a crush on. I was too shy to do anything about the infatuation, but I thought about her all the time.
This song reminds me of those times. Beautiful arrangement (bass, drums & guitars) and thoughtful lyrics.

In regard to c), I don't know where those ideas come from. I understand the passion of a trip, but I find it very unlikely that so many love songs really deal with THC. The "In between molecules of oxygen and carbon dioxide", for me, is a metaphore for this girl being everyhwere for him, even in the atomic scale.
In regard to b), I don't see it. I don't see any reference to the past. The "She's in your bones", I believe, refers to the obsessive thinking of her.
I would definitively say that the meaning of this song is a). That's because it describes a fantasy with a girl where she's idealized. Moreover, the narrator has a low self-esteem that creates a magnified gap between him and her (a la Radiohead's "Creep"). This is reified in his comment about his lack of dancing skills.
I think this is the best love fantasy song I've ever listened to.
It begins with this gorgeous bass line, then the tinkling cymbal, the acoustic guitar, simple as hell, the rest of the drum and then the basic slightly untuned guitar, finally accompanied by a voice singing about a lovely girl that he's seeing everywhere.
The chorus grips you around your neck with a cathy melody. It starts all over again, feet back on the ground. The second verse differs from the first, having a quite electric loaded bridge to the second chorus.
And then... the bass takes everyone with him, including you. going to the part where Rivers scream out "only in dreams". It falls down again, preparing for the REAM climax...
The guitars take over, building up a tension that have to be given in kV. Drums give the tempo. With a solo of a genius the guitars throw you to the absolute summum of the song where all instruments smashe into the basic melody, going on until it goes to sleep, ending with the same bass line as in the very beginning of the song.
