to me this seems to say that at the time billy is worried, or confused, or sad about a certain thing, or many at once. and he basically wishes that he didnt feel at all so he wouldn't have anything to worry about.
and interpretation is that he wishes that he could erase an experience(s) and go back to where he was, or start off from scratch.

He wishes to purge himself of all feelings, to cleanse his mind, soul, and heart until he is blank. "I'd write a letter to you and there'd be nothing to it" perhaps about writing a letter to a lover and not caring anymore. "I pray my soul to sleep I wish myself away" are lines maybe about sleeping or dying? In some way, losing consciousness and conscious feeling.
