    I think he is saying that, along with his own heroin addiction of course, there is a lot of that kind of stuff in Los Angeles. The word "she" in this song is talking about LA.

    Together we cry = Him and LA are both depressed, in the same way also.

    Also, the lyric "I drive on her streets" makes it pretty clear that he isn't referring to a girl.
