If you're travelin' in the north country fair
Where the winds hit heavy on the borderline
Remember me to one who lives there
Oh, she once was a true love of mine

See for me if her hair's hanging down
It curls and falls all down her breast
See for me that her hair's hanging down
That's the way I remember her best

If you go when the snowflakes falls
When the rivers freeze and summer ends
Please see for me if she's wearing a coat so warm
To keep her from the howlin' winds

If you're travelin' in the north country fair
Where the winds hit heavy on the borderline
Please say "hello" to the one who lives there
Oh she was once a true love of mine

If you're travelin' in the north country fair
Where the winds hit heavy on the borderline
Remember me to one who lives there
Oh, she once was a true love of mine

A true love of mine
A true love of mine
True love of mine
A true love of mine
A true love of mine
She was once a true love of mine

Wrote this in reply below but will leave it post it as a general take on the song. Someone remarked that in England a fair is like a carnival. That's true and the song is based on an old English folk song 'Scarborough Fair', which would be like some country market with entertainment.

However, I think Dylan has made reference to the original song but given the word one of its other meanings, beautiful, or comely. The song is one of fond recollection with a hint of sadness. The 'North Country' is remembered as 'fair', it makes the setting for his 'true love' who we can assume is pretty and makes up part of the loveliness he remembers. It also hints of the seasons; when he was with her was a greener more pleasant time; now the wind hits heavy on the border line. He remembers just how fair she was, her hanging down to her breast, now he imagines the snow and wishes her well in "a coat so warm". The contrast between 'fair' and 'bleak' is what makes the song, for me at least.
