Re-Hash is, in my opinion, a commentary on both drug use and mainstream celebrity culture. The term re-hash implies re-stocking on the drug, but also reflects a popular culture that is heavily weighted by shows like x-Factor and American Idol, where people perform well known songs in hopes of getting famous and wealthy.

"Its the money or stop" is referring to how many artists would probably stop making music if there was no money in it.
Besides, why would a band that is trying to break free from the norm have their first song on their first album be about drugs? They were trying to make a statement, and it had nothing to do with weed.
Secondly, it's not a shallow interpretation at all. Even Rush (sophisticated progressive rock song) has a song about marijuana. It's been an inspiration to some of the country's greatest writers and philosophers (Ken Kesey, Allen Ginsberg, Carl Sagan). It's not a brain-rotting drug, it's perception expanding, and the Gorillaz are making reference to it.
