The chorus is mocking that kind of "fix the world" idealism, that it will be as easy as putting an end to poverty "with a quick wink of the eye".
So the verse describes the people that the chorus imitates and mocks.
I don't know where I read it, but I read a quote from Greg Graffin about this song, something like
"A jarhead came up to me one performance, after we ended with this song, and his eyes were bright and he was enthusiastic, telling me 'Yeah man I feel exactly the same way!' and I just couldn't believe he was that oblivious"

if yur gonna put things into context and analyze, this is where to begin.
self-rightous people have these panaceas they come up with and.. its ridiculous...it wont work...
its showing the ignorance of perspectives..even the ones with good intentions..
and alot of the song could be just lashing out...
but ones who are so ambitious.. even though its impossible...if they could do these tasks would result in many of the same problems.
theyre deep meaning in this song im not sure i understand.

"Power tends to corrupt, and absolute power corrupts absolutely."
Basically, the song is sung from some one who is not in power, therefore, he has the best of intentions if he were given that authority - he'd save the wales, and create peace on earth.
Unfortunately, when someone DOES have that power, they don't waste their time helping the greater good or doing those things they promise.
I believe the song is quite a satire on Political races. The canidates will say what everone wants to hear, but never actually do those things, had they the power.

When I first heard this band I didn't care for them
But as I started listening to the lyrics
I grew to like them more and more.
Now they happen to be one of my favorite bands.

Anyway, I pretty much agree with what kuffs said about it being a sarcastic song. The narrator wants to conquer the world and is questioning all these other perspectives (soldier, diplomat, scientist, etc) when really the narrator's actions are just another perspective to someone else.

religious groups-they try so relentlessly to convert people that people ignore them. although they go out and do all of these good deeds, its not gonna stop people from "sinning."

-is having mercy on these ignorant people a good thing or a bad thing?

-the chorus is sarcastic. this person thinks that with his/her religion, he/she can change the world in the blink of an eye, only to find out they were wrong

-the diplomats try to aid foreign countries, but theres still poverty there. soldiers can say they have the honor of dying for their country, but the war is because of religion (precious tomes, referring to the bible and such)

-the ending is totally sarcastic. no more air pollution, save the whales(sortuve ridiculous), and theres no chance in hell everyone will have a global communion in peace.
i think the message is pretty obvious, but hey, i could be wrong.

The lyrics describe the ideals of what he would like to achieve, what he would view as a perfect world where everyone understood each other and conflict and exploitation was eradicated. "We'll have peace on earth.." shows this.
But Greg is aware that this ideal is impossible, and he shows this with the lines "with a quick wink of the eye...", demonstrating the corruption within alot of politics today. The picture that this song paints is idealic but the song has an underlying tone of frustration/desperation with the knowledge that it is unlikely this utopia will occur.

And a "God you must be joking!", sounds a little like he is questioning punk rock, not so much in it's goals, but in its actions, i see greedier, richer, stupider, more dangerous people entering branches of power every year, we get pissed off, and we might have the right idea, but is that any better than having the wrong idea if we aren't doing a goddamn thing?

you have to remember this is punkrock, not .. well whatever Tool is classified as now (I know they were metal, but they seem to have transcended that genre sort of)
Personally I think of Greg as one of the most brilliant lyricists and one of the best vocalists punk has ever had. (Jason Cruz from Strung Out too)
