The first verse the guy avoids punishment for something he got caught.
The cards first of all that's a metaphor. It's like truckin' making poker a metaphor for life. So it's talking about hiding illegal cards and laying them down again doing something wrong and getting away doing it again.
Also note you swear in Vegas you're not a gambling man. All of it is a metaphor for life.
