What stops you dreaming? I think that this song is a representation of hope in a bleak situation, much like several other songs of his. Each verse starts with the things he doesn't have (money, rocket, word, promise) and he shows that things could be worse (air in my lungs, eyes in my sockets/ heart is honest, word is true) and revels for a bit in the good things.

The chorus comes around like a mantra, something that someone down on their luck might repeat to themselves to make them feel better, give them strength, etc.
"If you can't get what you love, you learn to love the things you've got".
You Settle.
"And if you can't be what you want, you learn to be the thing's you're not"
You adapt.
"And if you can't get what you need, you learn to need the things that stop you dreaming"
You take a crutch, be it alcohol, gambling, tobacco, drugs, etc.

Ultimately, I feel like the things that stop you dreaming refers to alcohol, as passing out drunk doesn't result in dreams, but also it keeps him in a position that he cannot realize his dreams of bettering his life.

Although you're analysis was perfectly written, as a true "Cape Codder" i do have some points to make:
1. Cape Cod is not a town. It is a Cape, Technically it is an island, and in some respects it is its own little world but it is not A TOWN! Cape Cod Consists of 15 Towns in the County of Barnstable.
2. Of the 17 years I have spent with a residence on Cape Cod, I have never seen this "Yuppie" Lifestyle that Vamp. Weekend Talks about. Yes, there are certain areas of higher wealth and privilege, but it is far from the norm here. The Cape is nothing like The Hamptons for example, the overwhelming majority of Cape Codders are middle class, driving minivans and mid range SUVs, having a boat but not using it much because the gas is too expensive, working for a living and relaxing on the beach when we get the chance.
3.Cape Cod Teens are by no means sheltered, its not like anyone pulls into the student parking lot at Mashpee High School in a BMW or Cadillac (that is less than 15 years old at least). These kids earn their money washing the dishes of the tourists and selling them the shit that we have to put up with the other 8 months out of the year.
4. my guess is that these kids are either summer people in some of the more high end areas of the cape, there only for a month or so, or they are playing on a characterization of the cape that many people conjure the image of when the have never been here or spent any time here at all.

i don't know where you get this idea of a train, the closest station is Plymouth, about 20 minutes away from the bridge, and the "scenic railroad" on the cape side that only goes from hytown to sandwich and back. Cape Cod is only one county, Barnstable, unless you count the islands that are in Dukes.
The bottle neck is a reference to how Rt.6 gets down to one lane right at the bridge, because there isn't enough room for the on ramps coming in either direction.
But yeah, Hyannis isn't bad in the summer, but when the tourists leave and places close, it gets a little bit rougher.
