I believe this song is about loving someone and giving them a permanent place in your heart even though you know there will be pain because they are or will leave. Perhaps the lover is dying, or they know the relationship is temporary.

To me this song is about reincarnation, and George strategically used the word "Hallelujah" to get past the conservative Christian radars. Can you imagine a pop hit today about enlightenment and reincarnation?? Beautiful song.
