There's a solid chance the name of the song references Thomas Pynchon's novel V. which has a part dealing with one of the main characters joining the hunt for alligators in the sewers of New York.
The reason why it's a solid chance is because Radiohead's W.A.S.T.E. shop is named after a secret post system in TP's second book, The Crying of Lot 49.

|man, all this time I didn't have any idea what he was saying through most of this song. turns out it's really funny. it seems to be about Brock's atheism; the guy he talks to is probably Jesus, and he confirms his idea about no one being at the controls. Earlier he's in heaven and they don't know where to put him, ultimately giving him a menial job. but then it shifts into the meth part, maybe a resignation to just enjoying the ride|

It's kind of a bummer how of few people know about these guys (or not at all a bummer, depending on how you look at it). Fantastic song though. All of them really.
No idea what it means, but I was always the kid in school that interpreted poems and whatnot literally.
