Anyway I think it's about going out and feeling bored, maybe being fixated on one person who you expect a lot from but the reality is they always let you down or don't meet your expectations, and that just adds to your cynicism.

The déja vu part might be about being in this situation multiple times, maybe being stuck in a pattern with the same love interest, other love interests as well, or maybe just feeling alone and bitter too often in general.

I think Katy is the heroine. The narrator is a down and out of luck dude who is broke and bummed out when his old friend shows up: Dr. Wu. I am not sure whether Dr. Wu is supposed to be a real person or a metaphor for something else. Lovely song and one of my favorites.
